Because even the Seattle drivers don't know how to deal with snowy, icy hills. Watching people drive around Everett is like watching a slow motion Nascar race. Everyone is trying to manage their speed and distance so effectively they go a third of the speed limit and still manage to have trouble controlling their cars.
