There was talk of this guy stealing money way back. A lot of people thought (and still think) the Bank is just an enormous Ponzi scheme. I think this guy just cashed out first.
Also, 200 Billion isn't the smallest corrupt dealing in EVE by far. Someone made off with a few trillion a few months ago.
But, when I left the game, the current exchange rate was roughly 200mil ISK for $10. This means if he managed to sell it all at that market rate he would have made $100,000.
